Clwyd Helicopters Constitution and Rules

Title.
The model Helicopter club membership shall be known as "Clwyd Helicopters"hereinafter referred to as "the Club".

Constitution and Rules.

The clauses of the constitution of the Club contained herein were agreed by a majority vote of the Members, at the Annual General Meeting of the Club .These agreed clauses and rules are binding on ALL Members of the Club.

Constitution

1. Club Affiliation.
1.1) The Club is affiliated to the British Model Flying Association (BMFA).

1.2) The BMFA Club Affiliation Number is 0395.

2. Club Membership.
2.1) Membership applications will be considered by the committee.

2.2) ALL Members shall be issued with a membership card. The membership card remains the property of the club and must be surrendered on cessation of membership.

2.3) Three classes of "Member" shall exist; Full Member,Junior Member and Non Flying Member.

2.4) The committee shall be empowered to dismiss any Member considered to have infringed the constitution rules or who,in the opinion of the committee,is guilty of misconduct prejudicial to the interests of the Club in particular.

2.5) To meet the laws of justice the following process will be undertaken to dismiss a member:

2.5a ) The member will be given a verbal warning by an authorised committee member in which the member is made aware of their misdemeanour and what he/she is reasonably required to do to make amends.

2.5b) If the member does not respond,he/she will be given a written warning by an authorised committee member to advise of his/her misdemeanour and
what he/she is reasonably required to do to make amends.

2.5c) If the member still fails to respond,the committee should invite in writing to meet with them at a previously agreed date and time to discuss the situation,advising they are considering withdrawal of his membership.

2.5d) If the member still fails to respond to reasoning or fails to attend without reasonable cause,the committee will advise in writing that his/her membership is withdrawn,stating the reasons why this decision was reached.

2.5e) When the member is advised of withdrawal of membership, he/she must be given the right of appeal.If he/she opts to appeal,this will be up to the Club Membership at an EGM which the committee will call on his/her behalf at a previously agreed date and time.The motion to uphold the membership withdrawal or reverse it will be in accordance with the voting procedures set out in the Club Constitution and Rules.

2.5f) If dismissal is being considered as a result of Gross Misconduct,items 2.5a or items 2.5a and 2.5b can be omitted depending upon the severity of the misconduct.


2a. Full Membership.
2a.1) "Full Member" is open only to a person age 18 years and over.

2a.2) The committee shall be empowered to expel any Member considered to have infringed the constitution or rules or who, in the opinion of the committee, is guilty of misconduct prejudicial to the interests of the Club in particular.

2b. Junior Membership.
2b.1) Junior membership is open only to persons under 18 years of age supervised at all times by a Parent or Guardian.

2b.2) Junior Members become Full Members on attaining the age of 18 years.

2b.3) Junior Members are bound by the rules applicable to Full Members regarding insurance and conduct on the airfield.

2b.4) Juniors have no right of vote in Club affairs.

2c. Non Flying Membership.
2c.1) A donation may be paid to the club as an alternative to full membership fee.

2c.2) Non Flying Members have no right of vote in Club affairs.


3. Committee.
3.1) The Committee will have the Powers to Vote and to put into action any business proposed by members.
E-mail or letter will then inform all members.Any objections by members to be discussed with the committee,

3.2) Four offices created namely, Membership Secretary: Club Secretary: Club Chairman: Club Treasurer.
All to be elected at the Annual General Meeting.

3.3) Membership Secretary to maintain membership records and liaise with BMFA and other official bodies as required.

3.4) Club Secretary to maintain club records and minutes of the first meeting in each month (including the AGM).

3.5) Club Chairman to call meetings to order, preside over meetings and close same. He will not vote in any matters arising, but has a casting vote should any subject be stalemate and if he decides that any subject is important enough, can postpone the vote until the next meeting. (This applies to the first meeting of each month) If the Chairman is performing two jobs i.e.: Chairman and Treasurer, then he shall still only have the casting vote and will not be allowed any other votes on behalf of the other offices.

3.6) Treasurer to invest and control Club funds. The bank account shall require TWO committee signatures. He will give an account at each meeting and have the account records on hand for any Club member to inspect if they so wish. TWO Club members at the AGM shall carry out an audit of the accounts.

4. Annual Subscription.
4.1) Joining fee for new Members shall be agreed at the AGM.

4.2) The annual subscription rate shall be agreed at the AGM.

4.3) The Club year shall run from 1 January in any year to 31st December of the same year.

4.4) Subscriptions become due 1st January each year. Members wishing to continue membership in the following year shall forward the subsequent years fees to the Membership Secretary before the 31st December in that year.

4.5) If subscriptions are not received by the 1st January, membership will have deemed to have lapsed and a new application for membership including joining fee will be required.

4.6) Any new membership commencing between the 1st September and 31st December a £5.00 credit note will be issued which can be redeemed against next year's club fee.

5. Monthly Meetings.
5.1) Club meetings:
There shall be ONE meeting per month, throughout the year.
This will be on the FIRST WEDNESDAY of each month.

6. Annual General Meeting.
6.1) The AGM will be held on the FIRST WEDNESDAY IN DECEMBER.

7.Quorum.
7.1) 20% of full membership shall be required to form a quorum.
7.2) If a quorum does not appear the meeting will be adjourned.
7.2) If a quorum does not appear at a second meeting the motion will be carried out by a majority vote.

8.Proxy Votes.
8.1) The committee will accept Proxy (letter) Votes.

Club Rules

Rules to be read in conjunction with the BMFA Handbook.

Insurance and Membership Card.
1) All members/flyers MUST have current BMFA insurance and a valid membership card. Proof of this must be produced at request of ANY Club Member or Landowner.
Club membership cards to be on show either on transmitter or flight box.

Frequency.
2)As we are now in a situation, where more than one member has been allocated the same channel, we will be introducing a new frequency control system at the same time (from Tuesday 1 st August onwards). This will form part of the club rules from this date, and will operate as follows:

2a)  Under no circumstances can anybody operate radio control equipment on even channel numbers

2b) Before switching on their radio, the operator must first obtain the peg for the channel number they are using

2c)  Pegs will collected from the peg board before switching on radio equipment, and should be returned as soon as the radio is no longer being used

2d) The right to use a specific channel number will be determined on a first come, first served basis. If you cannot find the peg for your channel on the peg board, then you will need to find the member that has it, and negotiate use of the frequency between yourselves.

  2e) You must attach the correct peg to your transmitter for the channel you are using when ever you are using your radio equipment.

3)  Failure to abide by these rules may result in you no longer being able to fly at the Waverton site.

 

Responsibilities.
4) Members shall accept responsibility for the observation of all Club and BMFA rules by accompanied Guests at the flying site.

5) Pre-flight checks are the responsibility of the pilot. It is recommended that new/novice fliers have their helicopters checked over by an experienced flyer. (Ref BMFA Rules)

6) If ANY person is considered to be flying dangerously or in violation of Club and/or BMFA rules,then it is the responsibility of all members present to advise that person against flying in such a manner.

Flying Model Helicopters.
7) No flying over the following: - Other persons or their properties, Public or Private areas. (Ref BMFA Rules)

8) All flyers attempting circuit flying, aerobatics/stunt flying must be a safe distance from other persons and properties.
This also applies to the testing of new /repaired models.
KEEP THE SAFETY OF OTHER PEOPLE AND THEIR PROPERTIES IN MIND AT ALL TIMES!!

9) Persons flying circuits must stand in a group, limited to a max of TWO flyers at any one time.
(This does not apply to hovering flights)

10) NO hovering to and from pits/start up area. Carry the model helicopter at least 15 ADULT paces away from the pits/start up area. (Ref BMFA Rules).

11) Persons flying Gas Turbine Powered Helicopters must hold a B Certificate. (Ref BMFA Code of Practice)

Fixed Wing.
12) Fixed wing will only be allowed at the discretion of the helicopter flyers at the field, providing that the person is a member and also flies a helicopter as their main model.Fixed wing pilots to have a whistle to be blown,prior to landing approach.

Club Property.
13) Club property to be used by Club Members only.

14) Club equipment is available to any club member for use at the flying field and must be returned (with the exception of the flying stand) before leaving the site.

30&60 size Head loaders,Noise Meter,Frequency Monitor,Tachometer.

Field Notes.
i) NO flying allowed in the field if livestock is present.

ii) ALL rubbish and/or debris MUST be removed and the gates closed securely

It is the responsibility of all members to fly safely and to ensure
that the Club and BMFA rules are upheld at all times.
